CGC Visiting Fellow, Kristine Eck, publishes article on military deployment and governance during the COVID-19 pandemic

The article, co-authored with Nick Dietrich & Chiara Ruffa, identifies seven types of deployment of military capacities to combat COVID-19 based on data from the early stages of the pandemic. Titled "How governance shaped military responses to the COVID-19 pandemic", the article identifies capacity and electoral considerations as central factors in affecting the use of military capacities during the pandemic, with leaders facing an upcoming election less likely to put the military to use for domestic enforcement. Even more, elected leaders were more likely to deploy the military to enforce border protection. Read the open access article here.
